Canada’s Immigration Absorption Index Rises But Still Falls Below 2026 Target

INC – Immigration News Canada’s latest Immigration Absorption Index update estimates Canada’s stabilizing permanent resident threshold at 243,698 after new labour and population data, still well below the 2026 federal target of 380,000.

TORONTO, ONTARIO – INC – Immigration News Canada has released a new update to its Canada Immigration Absorption Index, an independent benchmark model estimating how many new permanent residents Canada, its provinces, and major census metropolitan areas may be able to absorb under current economic, labour-market, housing, affordability, service-capacity, retention, and population conditions.

The latest update estimates Canada’s stabilizing permanent resident absorption threshold at 243,698, up 4,405 from the previous model update after factoring in the latest Statistics Canada labour and population data.

Despite the increase, the model shows that Canada’s 2026 federal permanent resident target of 380,000 remains about 1.56 times higher than the updated stabilizing threshold.

The index also estimates Canada’s TR-to-PR conversion threshold at 147,379, up 2,738 from the previous model update.

“The latest data shows Canada’s absorption capacity improved, but not enough to close the gap with the federal immigration target,” said Kamal Deep Singh, founder of INC – Immigration News Canada. “The national debate often focuses on one headline immigration target, but the real pressure is local. Jobs, housing, affordability, services, and retention conditions vary sharply across provinces and CMAs.”

The updated index includes province-by-province and CMA-level estimates, covering all provinces and 41 major census metropolitan areas.
