MADISON, WISCONSIN – September 21, 2026<\/strong> | FALL 2026 –<\/strong> When a community can no longer see itself, hear itself or document itself, someone else eventually gets to decide what that community means.<\/p>\n

PIQSTAR INC. PBC believes that is not merely a media problem.<\/p>\n

It is an infrastructure problem.<\/p>\n

This fall, the Wisconsin Public Benefit Corporation is formally introducing what it calls the PIQSTAR Civic Media Experience<\/strong>, an ambitious civic distribution infrastructure built to give local newsrooms, independent filmmakers, modern storytellers, municipalities, educational institutions and community-serving organizations the ability to move locally important information beyond the limitations of a social-media feed and onto the screens people already use every day.<\/p>\n

At the center of the infrastructure is Exposure Plus TV<\/strong>, PIQSTAR’s proprietary OTT distribution platform, available through Roku, Amazon Fire TV, Apple TV, Google TV and Android TV, iOS and Android mobile devices, and the web.<\/p>\n

Its purpose is deceptively simple:<\/p>\n

Make sure communities do not disappear from the screen simply because national media economics have decided their stories are too small to matter.<\/strong><\/p>\n

PIQSTAR calls its mission America’s Civic Media Infrastructure<\/strong>.<\/p>\n

“We are not trying to build another television network,”<\/em> Ms. Lawrence said. “We are building the infrastructure that makes it possible for communities to remain visible when nobody else is coming to cover them.”<\/em><\/p>\n

The company enters the national conversation at a consequential moment for local information.<\/p>\n

Across America, local journalists, documentarians, filmmakers and neighborhood storytellers continue creating work about the places they know best. Government bodies conduct meetings that directly affect residents. Colleges generate research and public programming. Faith institutions, Chambers of Commerce, civic organizations and nonprofits convene conversations that shape communities.<\/p>\n

Yet the ability to produce information<\/em> and the ability to distribute information as durable media infrastructure<\/em> are fundamentally different problems.<\/p>\n

Who tells the story of the grandmother organizing her block, the filmmaker documenting displacement, the student reporting from campus, the caregiver sounding an alarm, or the neighborhood institution quietly holding a community together?<\/p>\n

And once those stories are produced, where do they live?<\/strong><\/p>\n

PIQSTAR’s answer is infrastructure.<\/p>\n

Its platform supports video-on-demand, live streaming, scheduled broadcasts, subscriptions, advertising, pay-per-view, event recording, archiving, audience analytics and customized channels. The system also maintains a documented authorization and clearance process designed to verify who is permitted to submit material before publication.<\/p>\n

A Company Built Before the Emergency<\/strong><\/p>\n

Behind PIQSTAR is a founder whose philosophy has become inseparable from the company’s architecture.<\/p>\n

Ms. Lawrence is a former Wisconsin lobbyist, journalist, serial entrepreneur and technology founder who describes her life’s work in five words:<\/p>\n

“I build before the emergency.”<\/strong><\/p>\n

Her belief is that societies frequently invest after consequences become undeniable.<\/p>\n

Her instinct has been the opposite.<\/p>\n

Identify the condition forming downstream.<\/p>\n

Build before it arrives.<\/p>\n

“My philosophy is prevention over reaction: see further, build earlier,”<\/em> Ms. Lawrence has written. “I don’t wait for a crisis to validate the need for a solution. I believe the best response to a crisis is the infrastructure built before it happened.”<\/em><\/p>\n

That instinct has not always made entrepreneurship easy.<\/p>\n

Ms. Lawrence taught herself technology while pursuing the development of a streaming application she believed could eventually become something larger than entertainment. She describes years of trying to persuade people to believe in infrastructure for a problem that had not yet become obvious to them.<\/p>\n

Sometimes they did not.<\/p>\n

Sometimes she continued anyway.<\/p>\n

There were nights, she says, when she questioned whether she had risked too much.<\/p>\n

Savings went into the work.<\/p>\n

Retirement resources went into the work.<\/p>\n

Investment capital that could have created greater personal security went into the work.<\/p>\n

And when others reconsidered their involvement, Ms. Lawrence remained.<\/p>\n

Not because the road had become easier, but because she believed the consequences of doing nothing would eventually become harder.<\/p>\n

“There were nights I cried and asked God, ‘What more do I have to do to prove what I can see?'”<\/em> Ms. Lawrence said. “People could understand CBS. They could understand Netflix. They could understand Tubi. What was difficult was asking them to believe that independent communities could also deserve infrastructure capable of putting their stories on the television screen. I kept building because I knew the screen was going to become more important, not less.”<\/em><\/p>\n

Her faith became part of the endurance.<\/p>\n

“To whom much is given, much is required,” she says, became less a quotation than an obligation.<\/p>\n

The Woman Behind the Infrastructure Stands on Another Woman’s Shoulders<\/strong><\/p>\n

Ms. Lawrence traces part of that conviction to her mother.<\/p>\n

Her mother was a registered nurse, an advocate and a woman who, according to Ms. Lawrence, refused to accept that existing conditions were necessarily permanent ones.<\/p>\n

When Milwaukee’s Sherman Park was a place where Black families encountered barriers to residential inclusion, her mother advocated for her family’s ability to live there.<\/p>\n

She later operated drug-recovery clinics.<\/p>\n

She cared for people.<\/p>\n

She challenged systems.<\/p>\n

And she taught her daughter that sometimes progress begins with refusing to accept the word no as the conclusion of the story.<\/p>\n

“I stand on my mother’s shoulders,”<\/em> Ms. Lawrence said. “She taught me that seeing something wrong creates a responsibility. Not simply to complain about it. To do something about it.”<\/em><\/p>\n

Ms. Lawrence also points to thinkers, journalists and social reformers including Gordon Parks, Dorothy Day, Harriet Tubman and the philosophical tradition of Socrates and Aristotle as influences on a worldview centered on human dignity, accountability and the moral responsibilities attached to public life.<\/p>\n

For PIQSTAR, those influences converge around one fundamental proposition:<\/p>\n

Visibility is not trivial.<\/strong><\/p>\n

Who gets seen influences who gets understood.<\/p>\n

Who gets understood influences whose problems receive urgency.<\/p>\n

And whose problems receive urgency can determine where resources, policy attention, investment and empathy eventually travel.<\/p>\n

When Local Media Disappears, More Than Headlines Disappear<\/strong><\/p>\n

PIQSTAR’s concern is not simply that fewer stories will be published.<\/p>\n

The company’s thesis is that persistent information gaps can become civic vulnerabilities.<\/p>\n

Without trusted local channels of information, rumors can travel farther.<\/p>\n

Ms. Lawrence believes the long-term consequence is potentially more serious still.<\/p>\n

“A community without a signal becomes vulnerable to somebody else defining it,”<\/em> she said. “Fraud grows in darkness. Corruption benefits from darkness. Division benefits from darkness. Dehumanization benefits from darkness. Civic media gives communities another light.”<\/em><\/p>\n

That distinction matters deeply to PIQSTAR.<\/p>\n

The company does not want to flatten communities into a national media product.<\/p>\n
